Usulan rencanya adalah akan mengakomodasi semua maskapai berbiaya hemat (LCC).Selain itu, kehadiran bandara ini juga untuk mengurangi beban Bandar Internasional I Gusti Ngurah Rai di Denpasar yang penumpangnya semakin melonjak dari hari ke hari. Tak hanya itu, kehadiran bandara baru di Bali Utara juga memangkas jalan dari Denpasar ke Singaraja yang memakan waktu dua setengah jam menjadi satu setengah jam.Adapun konstruksi pembangunan dijadwalkan mulai tahun depan.  Berdasarkan rencana tersebut, hampir 70 persen penerbangan yang dioperasikan oleh maskapai berbiaya rendah Jetstar, Air Asia, dan Lion Air akan mendarat di Bali utara.Untuk menenangkan wisatawan, Menteri Perhubungan Budi Karya Sumadi juga telah menyarankan kemungkinan membangun kereta api pertama di Bali untuk mengangkut penumpang ke selatan secara gratis.Seperti diberitakan sebelumnya, pembangunan bandara di wilayah Buleleng nampaknya belum dapat diwujudkan dalam kurun lima tahun ke depan. Pemerintah Pusat tak kunjung mengeluarkan izin penetapan lokasi (penlok), sebab Pemerintah Provinsi Bali dinilai harus mengembangkan infrastruktur jalan menuju ke Buleleng terlebih dahulu.Budi Karya mengatakan, pihaknya sudah membahas dalam rapat koordinasi terkait prosedur pembangunan tergantung infrastruktur akses dari dan menuju ke Bali Utara. Akses itu bisa berupa jalan tol, kereta api atau highway.“Tidak mungkin kita membangun Bandara Bali Utara tanpa ada infrastruktur akses jalan. Karena untuk membangun satu bandara kan maksimal tiga tahun baru selesai, dan lokasi tidak berubah tetap di sana nanti,” kata Budi Karya.Gubernur Bali, Wayan Koster menyebutkan, terkait pembangunan bandara di wilayah Bali Utara hanya masalah waktu. Jangan sampai seperti Bandara di Kertajati (Jawa Barat). Bandaranya ada, tapi aksesnya belum cukup.
